The Red River Parish Clerk of Court serves in four official capacities: Clerk of Court, Recorder of Deeds and Mortgages, Jury Commissioner, and Election Official. Office expenses are funded through statutory fees rather than taxpayer dollars.

Birth / Death Certificates
The Clerk's office provides certified copies of birth and death certificates for individuals born or who died in Red River Parish. Applications are accepted in person during regular office hours.
Who Can Request a Certificate
- The person named on the certificate (registrant)
- Immediate family: spouse, parents, adult children, siblings
- Grandparents, grandchildren, or legal guardians with custody documentation
- An attorney representing any of the above (with written authorization)

- State-issued ID card

Processing Time
Marriage License
Marriage licenses are issued at the Clerk's office. Both parties must appear in person with valid identification. Licenses are issued same-day and are valid for 30 days within the State of Louisiana.

- Valid, government-issued photo ID (driver's license, passport, or state ID)
- Certified birth certificate (if ID does not show date of birth)
- Social Security numbers for both parties
- If previously married: certified copy of final divorce decree or death certificate of former spouse
- Parents' full names (including mother's maiden name) and birth states
Age Requirements
Passport Services
The Clerk's Office is a Passport Acceptance Facility and passports can be ordered through our office. Application forms can be obtained from our office or can be downloaded from the passport website travel.state.gov. Each applicant must appear in person and bring the completed application and one passport photograph, a certified copy of birth certificate, and a driver's license or state-issued identification card. Both parents must appear and sign the application form for a minor.

Processing Time: Normal processing is 4 to 6 weeks. Applications can be expedited for an additional fee of $60, with delivery within 2 to 3 weeks.
Elections
In the capacity of Election Official, the Clerk of Court is responsible for administering elections in Red River Parish — including programming and delivering voting machines, training commissioners, recording vote tallies, and reporting results.

Election Commissioners
Election commissioners are essential to running polling locations on Election Day. If you are interested in serving, you must meet the following requirements:
- Must be a registered voter in Red River Parish
- Must complete a training/certification course administered by the Clerk's office
- Must be available for the full Election Day (polls open 6:00 AM – 8:00 PM)

Jury Information
The Clerk of Court serves as a member of the Red River Parish Jury Commission, responsible for the selection and notification of jurors as required by law.
Used for trials in civil and criminal cases. The Clerk is responsible for drawing jurors as needed for scheduled trials.
Used to determine whether there is sufficient evidence to indict a person for a felony. Grand juries are drawn when required by the court.
Qualifications to Serve
- U.S. citizen and resident of Red River Parish
- At least 18 years of age
- Able to read, write, and speak English
- Not under indictment for a felony nor convicted of a felony without pardon
Exemptions
You may request an exemption from jury duty if you:
- Are over 70 years of age
- Have served on a jury within the past two years
- Are a member of the armed forces on active duty
- Most trials last 1–3 days
- Plan to be available the entire day
- Dress in business casual attire
- No shorts, tank tops, or flip-flops
