Services

The Red River Parish Clerk of Court serves in four official capacities: Clerk of Court, Recorder of Deeds and Mortgages, Jury Commissioner, and Election Official. Office expenses are funded through statutory fees rather than taxpayer dollars.

Birth / Death Certificates

The Clerk's office provides certified copies of birth and death certificates for individuals born or who died in Red River Parish. Applications are accepted in person during regular office hours.

Who Can Request a Certificate

  • The person named on the certificate (registrant)
  • Immediate family: spouse, parents, adult children, siblings
  • Grandparents, grandchildren, or legal guardians with custody documentation
  • An attorney representing any of the above (with written authorization)

Death certificates are typically available from the parish Clerk of Court approximately one year after the date of death. Prior to that, they may be obtained from the Louisiana Vital Records Registry in New Orleans.

Marriage License

Marriage licenses are issued at the Clerk's office. Both parties must appear in person with valid identification. Licenses are issued same-day and are valid for 30 days within the State of Louisiana.

Waiting Period: Louisiana law requires a 72-hour waiting period between the issuance of a marriage license and the ceremony. Please plan accordingly.

Required Documents

  • Valid, government-issued photo ID (driver's license, passport, or state ID)
  • Certified birth certificate (if ID does not show date of birth)
  • Social Security numbers for both parties
  • If previously married: certified copy of final divorce decree or death certificate of former spouse
  • Parents' full names (including mother's maiden name) and birth states

Age Requirements

Age 18+: May apply with valid ID.
Ages 16–17: Requires a court order from a judge with jurisdiction. Both parties and a parent/guardian must appear before the judge.
Under 16: Marriage is prohibited under Louisiana law.

Passport Services

The Red River Parish Clerk's Office is an authorized Passport Acceptance Facility. We accept and process passport applications for both new applicants and renewals.

  • Bring proof of U.S. citizenship (original + copy), government-issued photo ID, and a passport photo.
  • Passport fees are paid separately to the U.S. Department of State. Our office charges an acceptance fee.

In the capacity of Election Official, the Clerk of Court is responsible for administering elections in Red River Parish — including programming and delivering voting machines, training commissioners, recording vote tallies, and reporting results.

Voter Resources

Early Voting: Early voting is available at the Clerk of Court's office during designated periods prior to each election. Dates are set by the Secretary of State and are typically announced 2–3 weeks before Election Day.

Election Commissioners

Election commissioners are essential to running polling locations on Election Day. If you are interested in serving, you must meet the following requirements:

  • Must be a registered voter in Red River Parish
  • Must complete a training/certification course administered by the Clerk's office
  • Must be available for the full Election Day (polls open 6:00 AM – 8:00 PM)

Jury Information

The Clerk of Court serves as a member of the Red River Parish Jury Commission, responsible for the selection and notification of jurors as required by law.

Petit Jury

Used for trials in civil and criminal cases. The Clerk is responsible for drawing jurors as needed for scheduled trials.

Grand Jury

Used to determine whether there is sufficient evidence to indict a person for a felony. Grand juries are drawn when required by the court.

Qualifications to Serve

  • U.S. citizen and resident of Red River Parish
  • At least 18 years of age
  • Able to read, write, and speak English
  • Not under indictment for a felony nor convicted of a felony without pardon

Exemptions

You may request an exemption from jury duty if you:

  • Are over 70 years of age
  • Have served on a jury within the past two years
  • Are a member of the armed forces on active duty

$25.00 / day
Mileage reimbursement may also apply

  • Plan to be available the entire day
  • Dress in business casual attire
  • No shorts, tank tops, or flip-flops
